Preheat oven to 425°F (220°C). Position rack in the lower third. Grease a popover pan or muffin tin generously with butter.
Make the batter: In a large bowl, whisk together milk, eggs, orange zest, and salt. Add flour and whisk until smooth. Stir in melted butter.
Fill the pan: Divide batter evenly among the wells (about ½ cup each). Sprinkle sliced almonds on top.
Bake: Bake for 15 minutes without opening the oven. Then reduce temperature to 350°F (175°C) and bake another 10–15 minutes until golden and puffed.
Serve immediately with optional Orange Butter: Mix all ingredients until smooth and creamy.
